Description:

This dataset presents a time-series cross-sectional Index of Bureaucratic Underrepresentation (IBU) covering a total of 37 European countries between 2008 and 2018 (unbalanced). It aggregates levels of bureaucratic representation on five common diversity dimensions, namely gender, ethnicity, nationality, age and disability. It uses household survey data from the European Social Survey (ESS) rounds 4 to 9, profiting from its representativeness and intended cross-country comparability (ESS 2020).

The Multidimensional Index of Bureaucratic Under-representation aims to give a snapshot of the incidence and depth of the underrepresentation in the bureaucratic aparatus of each country in five different dimensions: female/male, ethnic minorities, Non-nationals, Young people and people with disabilities. It uses ESS microdata on the occupation of individuals, registering whether they work in the public sector (either in the central / local government or in decentralized public services such as health or education). After adjusting for the analytical weights indicated by ESS administrators this allows for the possibility to approximate comparisons between the demographic characteristics of public sector officials versus the broader country population.
