Note that an agency can also receive additional reporting requirements (e.g. regarding the implementation of a specific program) as part of the annual appropriations process. Consequently, this variable does not necessarily indicate whether an agency is subject to
any reporting requirement; it only denotes whether an agency is obligated to provide an annual report of its activities.
