To what extent are civil rights guaranteed and protected, and to what extent can citizens seek redress for violations of these rights? From 1 to 10.

  1. Civil rights are not guaranteed, and are frequently violated. There are no mechanisms and institutions to protect citizens against violations of their rights.
  2. Civil rights are guaranteed only within limited enclaves or are violated over protracted periods of time. Some mechanisms and institutions to prosecute, punish and redress violations of civil rights are established formally but do not function.
  3. Civil rights are guaranteed but are partially or temporarily violated or are not protected in some parts of the country. Mechanisms and institutions to prosecute, punish and redress violations of civil rights are in place but often prove to be ineffective.
  4. Civil rights are guaranteed by the constitution and respected by all state institutions. Infringements present an extreme exception. Citizens are effectively protected by mechanisms and institutions established to prosecute, punish and redress violations of their rights.
