Description:

To what extent does the state's monopoly on the use of force cover the entire territory of the country? From 1 to 10.

  1. There is no state monopoly on the use of force.
  2. The state's monopoly on the use of force is established only in key parts of the country. Large areas of the country are controlled by guerrillas, paramilitaries or clans.
  3. The state's monopoly on the use of force is established nationwide in principle, but it is challenged by guerrillas, mafias or clans in territorial enclaves.
  4. There is no competition with the state's monopoly on the use of force throughout the entire territory.
