Democratic Government dimension examines the extent to which governments are held accountable to their citizens, both in terms of preventing unlawful behavior and enabling the assessment of policy performance. Effective accountability is demonstrated by the commitment of those in power to provide information and be answerable for their actions, as well as the ability of citizens or oversight institutions to enforce accountability through sanctions for violations. To ensure effective government accountability, mechanisms of vertical, horizontal, and diagonal accountability are necessary. We evaluate the quality of these mechanisms through our categories of “Vertical Accountability,” “Diagonal Accountability,” and “Horizontal Accountability.”
